Revert "ANDROID: include GKI_MODULES_LIST"

This reverts commit efe9cb9c8f.

Reason for revert: Android14-5.15+ tooling has been updated to not
consider the GKI modules using dynamic partition between vendor
and GKI modules making this change not required. This flag has been
removed from kleaf use already which is the only supported build
infrastructure for this branch going forward.
