This reverts commit a21ca34904.

Enabling SPF for ext4 breaks RB5 and DB845c testing on androidX-5.15
branches, causing vts-ltp tests to fail intermittently.

While this is debugged, let's disable SPF for ext4 to enable testing
meanwhile.
